In 2005 Congress enacted sweeping bankruptcy reform that in some cases made it more difficult for people to file a Chapter 7 bankruptcy. Known as the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 or BAPCA for short, the majority of changes in the Act focused on what is known as the Means Test and the ability of a debtor to repay debt over time.
